In the past six months, the "first wind power on the sea" is still struggling. After the bidding for the first batch of offshore wind power concession bidding projects, there are many uncertain factors, the construction speed is slow, the hydrological exploration has just been completed, and the coordination of air traffic control, navigation channel and radar has not been completed. The reason for the slow progress is mainly due to the following aspects: First, the supporting laws and regulations are not yet complete, and the details of the Interim Measures for the Administration of Offshore Wind Power Development and Construction have not yet been issued. Second, the government's preliminary work has not been put in place, which has increased part of the cost of the enterprise. After the first batch of tenders, the maritime planning was re-changed, resulting in the waste of the preliminary work of Longyuan Power. Third, the implementation experience of the project is insufficient, and the quality of the corresponding fan needs to be improved. Fourth, the low price bid, the company's profits are less.
At present, China's installed offshore wind power installed capacity is 142,500 kilowatts, which is quite different from the international offshore wind power installed capacity of 3.5 million kilowatts in 2010. According to China's renewable energy plan, the planned offshore wind power installed capacity will reach 5 million kilowatts in 2015 and 30 million kilowatts in 2020. This means that offshore wind power will develop rapidly in China in the next few years. However, due to the above various reasons, many people in the industry are cautious about this.
